| Summary, etc. | Die für marktwirtschaftliche Systeme grundlegende Frage nach der Abgrenzung öffentlicher von privaten Aufgaben wird in der Wirtschafts- und speziell der Finanzwissenschaft seit jeher kontrovers diskutiert. Der Verfasser unternimmt zunächst den Versuch, mit Hilfe verschiedener Kriterien die tatsächliche Aufgabenverteilung in der Bundesrepublik zu beschreiben und die Tauglichkeit der Kriterien für eine Abgrenzung öffentlicher Aufgaben zu überprüfen (deskriptiver Ansatz). Ziel des Hauptteils der Untersuchung ist es, auf Grundlage der Theorie der Allokationspolitik ökonomische Kriterien für eine zweckmässige Aufgabenverteilung in der Marktwirtschaft zu entwickeln (normativer Ansatz). |
